I feel the SAME way! Oogie Boogie is my favorite in NBC, but Oogie Boogie has hardly any Merch while Jack Skellington has literally Every.Freaking.thing you can think of! I can't even find an Oogie Boogie shirt, while Jack has
millions of shirts, and hoodies, and pants, and socks, and pajamas. And Oogie Boogie is a pretty popular Disney antagonist/villain too! I second what someone said earlier, that it's normal for antagonists/villains to get less merch, no matter how popular they are. The only plus is that it does make collecting villainous/antagonistic characters more fun. I must say, however, Randy wasn't very bad at all in MU, he was even less bad than Johnny, so in MU's case it has to do with the fact that he was a secondary character. On the other hand, Randy got a lot more merch than some of the other secondary characters in MU, including Johnny, who actually, you know, played the main antagonist in that film. Just saying.
I feel the need to emphasize what other people said, that Randall is
highly popular. His Disney Infinity figure is one of, if not
the, bestselling Disney Infinity figure; gamestop workers say they have trouble keeping him in stock, he sells so fast. Even in real life I only know people who like Randall best in MI. I loved Randall since I was a kid, and my brother also loves him, and my little cousin loves him best (a few weeks ago at Target I caught her with a Randall squishy figure and made her lead me to where she found it, and there was only ONE Randall squishy left whereas the tub was overflowing with Mikes and Sulleys, and I took that sucker). Randy's scare student figure sold out really fast too, and it's now harder to find than all the others. None of my local stores have it, and online it sells for $20 and up. You'd be even harder pressed to find Randall merchandise from Japan, despite the fact that they had more than the US, and even his egg stars figure is already discontinued...And Randall's plush sold out on the Disney Store really fast.
Heck, even during MI's release he had several figures (normal-sized and mini), the build a Randall figure, and some stuffed animals, and he was pictured with Mike and Sulley a lot.
I don't think the Mike and Sulley duo would be affected at all; throughout the first part of MU Randy was on better terms with Mike and around him more than Sulley, and even when Sulley figured more into the plot, the whole OK also had relationships with them...hardly duo material, until the end when Sulley chases after a bus for Mike and they go off alone. Randy's and the OK guys' relationships with them didn't negatively affect Mike and Sulley duo merch at all, I think anyone can see that. They're icons, regardless of what the movie's content actually is. There's a lot of merch with the whole OK too, not just Mike and Sulley, so I guess Disney/Pixar wasn't too concerned about it.
I also remember seeing a thread a while back detailing merch, posters, and store set-ups that pictured Mike, Sulley, and Randy together, and Randy with OK (and nobody else who wasn't in OK in the picture), and even three different shirts that pictured Mike, Sulley, and Randall (those shirts are hard to find now, they used to be sold at Target in the children's section, and were girls' shirts, I might add. Larges and X-larges are hard to find because a lot of teenagers and adults bought them LOL). Here's some of them:
